We retained the services of Ms. Kim in order to address our daughter's needs after Fairfax County Public Schools misidentified them for years, resulting in her struggling in that school system. Her guidance and direction in our efforts were invaluable in successfully forcing FCPS to pay for our daughter's private schooling, after it failing to provide for her educational needs.

Ms. Kim went about it in a most impressive way. She had incredibly detailed knowledge of both state law and precedence, and - more important - key players in this arena (including the legal team that represented the County, as well as the stable of eligible Hearing Officers who might hear our case). She knew the delay tactics the school system might use in order to wear us down. She counseled us that this process won't be swift, that we'll need to be patient but persistent, and that there will be times where we'll need to take the emotion out of it and look at the process more dispassionately. She provided guidance on how to best proceed based on that detailed knowledge, and thus prevented us from making common mistakes that most other parents make when confronting the County on its shortcomings.

And the County took a very confident stance because it won about 90% of the cases brought against it. But - again - Ms. Kim understood the nuances behind that high win rate. She knew most parents - either thru arrogance or lack of resources - represented themselves when bringing suit against the County and didn't have the requisite understanding of the process. And she knew that it was critically important for parents to feel like their voice is heard. She spent time developing strategy but doing so with us, not just for us. She recognized parents understand their child often far better than anyone else. She knew to tap in to that knowledge and craft an approach that capitalizes on it, mixing that knowledge with her understanding of the system and its players to build an effective case against a public institution that - frankly - has inherent advantages in the form of State law and regulations.

Ms. Kim spent time with us, sifting thru all of our records. She found specialists that bolstered our position. She spoke with the specialists we had found over the years that highlighted how FCPS misidentified our daughter's needs. In one case, she persuaded a key sympathetic witness to testify, one who was reluctant to do so. That witness, based on Ms. Kim's expert questioning, ended up being a hugely powerful voice at the hearing. Because Ms. Kim knew how to elicit the best out of that specialist.

We wholeheartedly give Grace Kim the highest possible rating. She represented us for over 2 years, winning a victory for us against odds that were heavily stacked in FCPS favor. More important, she did so in such a way that allowed our daughter to thrive, even excel. We absolutely trust her, and have faith in her judgement - and know she will always give us her best analysis and perspective. A person can be confident of being very well- served by Ms. Kim's capabilities. We know we were.
